Paulo César Coutinho dos Santos

I have worked for over twenty years at the point where technology, management, and institutions meet, almost always in places where innovation is inherently difficult: development programs, public agencies, educational institutions, cooperatives, and small municipalities.

I started in technology and moved early into public management. Between 2007 and 2009, I coordinated Piauí's state digital inclusion projects, which trained over 30,000 people. Then came the State Information Technology Agency, more than a decade of teaching at the undergraduate and graduate levels, and accredited work with SEBRAE, which began in 2008 in Piauí and 2010 in Maranhão. The first local ecosystem I helped found was in Teresina, in the years before the concept had a name here.

In 2013, I founded INGETI, through which I execute innovation, artificial intelligence, and digital transformation projects for companies, governments, and educational institutions. Since then, I have founded six local innovation ecosystems and coordinated ten others in Piauí and Maranhão; I took on the curatorship of SEBRAE-PI's Like a Boss program and acted as a mentor and evaluator for Centelha 2, Invest Piauí, InovAtiva Brasil, and Baita Aceleradora.

I have also been on the other side of the table, as a municipal secretary between 2025 and 2026. Understanding the daily life of those who implement public policy has changed the way I design projects for the sector.

Today, my research is in intellectual property and technology transfer. I am pursuing a master's degree at PROFNIT/UFPI, studying Law, and my work has focused on where these fields intersect: legaltechs and regulation, innovation in municipal public policies, artificial intelligence in education, and the protection of intellectual assets generated in projects.
