Innovating in a regulated sector, with public funds, or in a real-world territory is not the same as innovating in a startup. There are rules, there is oversight, there are multiple owners of the same problem, and there is technology that needs to work from day one.
This is exactly where I work: from diagnosis to software in production, from governance design to protecting the intellectual asset generated.
